Finding Kitsune

Not entirely sure if this is the right place for this, but I've found while exploring a Kitsune

And since I don't want to spoil anything for those who haven't actually encountered him yet

If you want to read this:

I lost count of how many times I found him but he had me go to the park to find his bell, I found it and returned it to him and told me to find him again after I've made up my mind but never tells me where to find him again and he says that time might turn against me or something like that, a try hunting for him again, searched just about every where i can think of, beach, college, museum, library, park, red light, high rise, hospital, etc. but I can't seem to find the place he's set up for himself in 'this world'. How/where do I find/look for him? Or is this part of the Kitsune story just not finished yet?
